What is the intended use for this line item? Is #26 and #57 stone incidental to the installation of contract endwalls or will it be paid for separately?

Item 00505: BEDDING MATL. AGGR. NO. 25 OR 26 and item 00507 BEDDING MATL. AGGR. NO. 57 will be measured and paid for separately only when conditions are encountered that are outside of the normal limits for bedding material required per the standard.

The Special Provision for Site Mobilization indicates that one mobilization will be paid per Task Order issued. The Special Provision also references the potential for multiple sites within a given Task Order. Because there are multiple costs that need to be included in this Site Mobilization item (access, clearing, equipment movement, dewatering, etc), can a maximum number of sites per Task Order by stipulated?

Only one mobilization will be paid per task order unless there are multiple locations included in one task order and it is necessary for the Contractor’s equipment to be loaded and hauled to the additional locations as determined by the Engineer. Other costs (access, clearing, dewatering, etc.) shall be included in the price bid per linear foot of corresponding pipe. This will be clarified in the forthcoming addendum.

If the Department requires the Contractor to include the cost of unknown limits for clearing, access, dewatering, etc within the individual line items for pipe replacement/rehabilitation, we will necessarily include costs that may not be required for each pipe installation. By doing so our unit price for pipe replacement/rehabilitation will be unnecessarily over-estimated. THIS WILL RESULT IN A BID PROPOSAL THAT WILL EXCEED THE STATED EVALUATIVE ESTIMATE. If the Department does not provide a more specific pay item to separate these costs it will not allow for award of the contract and delay the procurement period and subsequently the necessary maintenance to be performed.

The Department understands the nature of an on-call contract and associated risks. Three sample locations have been included in the site document to give the contractor an understanding of sites encountered for estimating purposes.
