Will the Department require all surfaces to be paved and cleaned with specialized methods similar to what is used on bridge deck overlay projects like blowing with compressed air, heat lance, etc...and will adjacent roadway lanes used for access to the paving areas need to be cleaned in an effort to prevent delivery trucks from dragging dust and debris onto the Ultra Fuse surface. If compressed air is needed for cleaning, can this be done while meeting OSHA silica standards for workers and the traveling public?

The pavement surface shall be cleaned prior to application. Cleaning the pavement shall consist of scraping, sweeping and/or blowing the surface clean of all dirt and loose material, including all dust.

Is Ultra Fuse tack considered a hazardous material and if YES, what requirements will the department have regarding the project SWPPP, material storage, material heating and material transfer?

Yes, this product is considered a hazardous material, just like all AC binder products that are used in typical hot mix asphalt resurfacing operations. The responsibility of handling, storage and transfer of this material is the contractor's. The department requirements for this products shall be similar to what is currently imposed on a contractor regarding other AC binder products.

What corrective action will the department require if Ultra Fuse tack pulls up under delivery truck and paving equipment traffic?

If the Department determines that the amount of tack being removed/tracked is excessive, it shall stop work until the issue is resolved. Resolution may involve reapplication of the tack to contractually required levels.

What type of testing will be done by the Department to confirm that the Ultra Fuse tack is not pulling up under delivery truck and paving equipment traffic?

For Non-Tracking Asphalt Binder Tack Coat applications, the Department will visually assess the tracking and pick up or lack thereof. If tracking is observed, the tracking will be quantified by measuring the loss of reflectivity on traffic marking tape placed strategically along the project.
