This contract has a 7% DBE requirement. This is an unrealistic expectation for any Surface Treatment schedule. The only items on the proposal include a completed SY paving item, a maintenance of traffic item, and some pavement marking items. Aggregate haulers can be solicited, but there are no other opportunities available for subcontractors. Last year, this maintenance contract had a 3% requirement that was met. The "3C" schedule that is being let in December has a 2% requirement. Why is this % so much higher than another contract with the same work in the same district, and more than double the % for the same contract last year?
