Page 118 of the Special Provisions indicates there could be both existing fiberglass and steel pile jackets. Can the Department quantify the count of each type of jacket to be replaced ?

VDOT installed pile jackets on the original 24 inch x 24 inch precast piles on this structure in December 1971 (Plan 109-09C) and November 1982 (Plan No. 109-09D). These as-built plans are available for the bidders to obtain any additional details. Plan No. 109-09C indicates a creosote treated 2 inch timber form. These appear at Bents 2 through 6 and 19 through 29. Plan No. 109-09D indicates a fiberglass reinforced plastic jacket. These appear at Piers 7 through 12 and 15 through 18. There do not appear to be any steel jackets on this structure.

VMRC Permit No. 17-4015 states jacket repairs / removal shall be done within cofferdams and in the dry. Will cofferdams be required ?

The Virginia Marine Resource Commission (VMRC) Virginia General Permit No. 17-4015 indicates as Condition 2 that “[f]uture repairs and/or removal of the cathodic protection pile jackets shall be done in the dry….” This condition does not apply to the existing pile jackets none of which contain significant amounts of zinc.

Plan Sheet 3 of 3 note indicates pile repairs shall obtain the 28 day strength prior to working on alternating piles in the same Bent. This will require at least two stage construction for Bents 1 – 6. Is this the intent ?

As indicated in the no-plan assembly (Page 116 of proposal), the Contractor shall develop a plan for the removal of deteriorated concrete to preserve structural integrity and prevent unsafe structural conditions. The note on Sheet 3 of 3 of Plan No. 109-09i limiting demolition of existing pile jackets represents VDOT’s estimate of a plan for safe demolition. This would require two stage construction for Bent 1 through Bent 6. The Contractor may submit structural calculations to support an alternative plan for the safe removal of the existing pile jackets for VDOT’s approval.

Is there a hydrographic survey or a bottom depth survey available especially for Bents No. 1 – 6 ?

VDOT does not have bathymetry for this location. The scour profiles from our regular safety inspection reports are referenced to the structure and not the mean tide. Nevertheless, it would appear that the elevation of the stream bed at Bent 1 through Bent 6 are (NAVD ft): Bent 1, 0.5; Bent 2, -1.6; Bent 3, -1.6; Bent 4, -2.0; Bent 5, -3.3; Bent 6, -7.4. As noted on Sheet 3 of 3 in Plan No. 109-09i, install pile jackets to the river bed only if the river bed is within 2 ft of mean low tide.

2. Page 94 of the Special Provisions (16) indicates the use of a cementitious mortar with a minimum compressive strength of 3000 PSI. Page 115 indicates 4000 PSI, Class A4 with No. 7 aggregate. Please clarify.

The material properties specified in the Special Provision for Enclosed Sacrificial Cathodic Protection Jackets shall govern for the work on the pile jackets. As noted, this special provision specifies that the grout filling the annular space shall have a minimum compressive strength of 3,000 psi.

VDOT Form C-51 - U.S. Department of Transportation Federal Highway Administration Additional Classification and Wage Rate Request is available at the following link; http://vdotforms.vdot.virginia.gov/ . Pursuant to Title 29, Code of Federal Regulations, Section 5.5, After Contract Award Form C-51 is to be used to establish additional classifications(s) and wage rate(s) for Direct Federal and Federal-aid construction contracts when said rates or classifications are not provided in the General Decision.

How much cover is required on between the existing pile and the new pile jackets? 2", 3", 4" ? Based on Sheet 134 of the special provision it appears as though we are putting back the same as what we take out,.

The work in Special Provision for Enclosed Sacrificial Cathodic Protection Jackets includes designing the jacket for the sacrificial anode cathodic protection system. Neither the no plan assembly nor the special provision indicates the size of the annulus between the existing pile and the jacket. This annular space should be large enough to successfully place the specified cementitious grout to encapsulate the existing pile and the anode. Previous installations have an annular space of between 2 inches and 3 inches. Note that Page 134 of the contract assembly is a permit sketch included to ensure compliance with environmental regulations. Special Provision for Enclosed Sacrificial Cathodic Protection Jackets appears on Page 92. The no plan assembly appears on Page 111.

These appear at Bents 2 through 6 and 19 through 29. Plan No. 109-09D indicates a 2 ft 6 inch x 2 ft 6 inch grout core having 6 x 6 –W4 x W4 wire fabric and fiberglass reinforced plastic jacket with an estimated length of 7 ft. These appear at Piers 7 through 12 and 15 through 18. The October 2013 Underwater Bridge Inspection Report suggests there are encasement at all piles.

Please confirm the length of the pile jackets on bent 6. Bent 6 should have a jacket as per page 132 of the specifications, 6' long since it does not have a pile cap.
