The Index of sheets lists the bridge plans as 6(1) to 6(6). However, only 6(3) to 6(6) are the only ones posted in Project Wise.

will a three sided culvert be an allowable alternative to an arch considering the same or better hydraulic capacity, the same structural capabilities, etc

This project was designed utilizing a precast arched structure which meets the necessary hydraulic requirements and has head walls that accommodate placement of the required fill for replacement of the existing bridge. The Contractor (successful bidder) has the option to present to VDOT a Value Engineering Contractor Proposal (VECP) in accordance with the 2016 Road and Bridge Specifications, Section 104.02.(c) Value Engineering Proposals. The Contractor assumes all risk associated with the submittal and the Department at their sole discretion may accept the VECP in whole or part. Until a VECP is put into effect by a change order, the Contractor shall remain obligated to the terms and conditions of the existing Contract including but not limited to Contract cost and Contract time.

Is the lump sum price for the pre-cast concrete bottomless arch culvert inclusive of foundation, wing walls, and headwalls?
