The cut material appears to contain larger particle sizes that are not allowed by the specifications for the shallow embankment depths in the cross sections. Will oversize particles (boulders) encountered within the Roadway Cut and/or the Stormwater Management Basins be considered Unsuitable Material?

Sheet 1K of the Plans and several cross section sheets have notes that say "Backfill with native material made up of 100% passing the 2" sieve." It appears that the majority of native material at the site consists of mine spoil and other fill that will not pass the 2" sieve. Has VDOT identified an area of native material that meets this specification? Please identify where it is located. Was the backfill volume included in the embankment quantities?

Sheet 1K of the plans has the following note: "Subgrade Areas: The material encountered in the cuts is composed of mine spoil and fill containing gravel, pebbles, cobbles, sand, and sandy clay. Since material has been placed with minimal compaction, all subgrades need to be compacted before placing the pavement structure. See VDOT 2016 Road & Bridge Spec. section 305. The costs shall be considered incidental to other items of excavation." Does this note refer to the compaction of the existing mine spoil/fill material at subgrade level in areas of cut? If boulders are encountered at subgrade, will the removal of the boulders be required? If so, to what depth? Will the excavation of material below subgrade be paid? If material is removed below subgrade, will the replacement material (embankment) be paid?

Question 1-Yes, Question 2-Yes. Refer to VDOT Road and Bridge Specifications 2016, Section 305.03(b), Treatment of unsuitable subgrade, Page 372. Question 3 -Remove boulders and replace with material to fill the void left by the boulder. Question 4 - Yes, in accordance with R&B Spec. 303.06 (a) 3 "When not a pay item, undercut excavation will be paid for at twice the unit price per cubic yard for regular excavation". Question 5 - The replacement of the unsuitable material will be paid for in accordance with R&B Spec. 303.04 (e) and (f), as borrow.
