According to page 6 the concrete foundation is part of the sign structure removal. However, there is a pay item for removing the concrete foundation. Please clarify where to capture the cost of this item.

Item 51963 Remove Existing O/H Sign Str. Foundation is to cover instances where a sign panel and structure are removed quickly due to a hit or structural deficiency. In these instances, the foundation is removed later, as its own pay item.
