The spec documents only reference mobilizations in that section, what is the purpose of the lump sum Contract Establishment line item?

CONTRACT ESTABLISHMENT shall consist of procuring and furnishing contract bonds, required affidavits, documents, certificates, evidence of insurance and any other items necessary to execute the contract to the Engineer according to Section 103 of the Specifications.
