The "lowering device" for the high mast luminaire assemblies is part of this pay item and it is covered under 705.04 Spec.

How many power drills are to be purchased for these 15 light poles?

Per the 2016 Road and Bridge Spec Book, Section 705.03, (c) The Contractor shall furnish one drill for each set of five high-mast luminaire assemblies. Therefore this project will need three (3) drills.

2016 Road and Bridge Specifications, Section 513 - Mobilization states when not shown as a pay item, the cost of mobilization shall be included in the price bid for other appropriate items of work.
