The proposal shows installing 25ea Luminaire Retrieval systems being installed on overhead sign structures. However there are no details how the lighting systems get connected to the existing lighting circuits. Will these systems be connected at a later date by the department or under a separate contract?

Connections between the luminaire retrieval systems and any existing circuits will be done as part of this contract. Per Section 700 of the 2018 Supplement to the 2016 Virginia Department of Transportation Road and Bridge Specifications, electrical systems are included with a new overhead sign structure. The Contractor shall coordinate with VDOT, as per General Note 16 of the No-Plan Assembly, prior to removal of any existing electrical items. This coordination will include the connection of new systems to existing lighting circuits.

Since there is a significant elevation drop at this location and as far as we can tell nowhere to put the sign. Can this sign location be eliminated and possible add the verbage or sign to location 1-9 and 1-10?

No, the sign location cannot be eliminated. The determination of foundation quantities considers the elevation drop and should be bid accordingly.

Please clarify who will be responsible for entering the lane closure information in LCAMS. Page 82 Section 3 Subsection 1 states that the contractor is responsible and page 125 section 1 a& b states that VDOT is responsible.

The contractor is responsible for entering the lane closure information in LCAMS as assigned in the Special Provision for Lane Closure Coordination (LCC)/Lane Closure Implementation (LCI) which begins on Page 82 of the proposal. The No-Plan Assembly will be modified to remove the conflict.

Extruded sign panels are not allowed to be used on the projects overhead structures. Extruded Sign Panels will only be permitted on ground mounted signs, as approved.

Will the Contractor be required to obtain Haul permits if the need arises to transport structures from a stock yard to its designated site? Or will the State Police assist and permits not be required?

The DMV establishes the requirements for when a hauling permit is required. The contractor shall be responsible for obtaining the hauling permit if it is required. The contractor should not expect assistance from State Police when transporting structures from a stock yard to its designated site.

Pages 92-115 of the Contract Provisions references various procedures & requirements for drilled shafts, excavation, CSL testing, etc. Each designated item, according to the contract, is measured and paid per EA or LF. However there is nothing in the contract covering these items of work. Are drilled shafts required for this project? The 2016 Specifications provide the contractor with options of spread footings, drilled pier caps, or driven piles. What is the type of foundation the Department is requiring under Item 50575 OH Sign Structure Foundation?

Line Item # 0540 Lighting Sign Luminaire Retrieval System 584 LF. This footage is the amount of signage lengths going on the structure. This suggest that each sign will have its own lights and Not a Retrieval System. If a Retrieval System is required it will need to run to the shoulder of the road and I am estimating the linear feet should be around 900 LF. Please confirm if a Retrieval System is needed?

On sheet 160 of the proposal book (Location # 1-13 Existing Span Structure) they are taking a sign off and putting a new sign on an existing structure. It appears to me that the new sign is bigger than the one they are taking off. In the Notes on sheet 160 of the proposal book it states “The Structure Shall Be Designed”. Is there any design work required for this structure? If Designing of Existing Structure is needed, How are we to prove an Old Design with the New VDOT Standards and Specs?
