Bridge Sheet 3 shows limits of structural excavation with no dimensions. Note that all of this material will be excavated as unclassified excavation for the MSE wall as shown on Sheet 28. Please clarify the pay limits for structural excavation or eliminate the bid item.

Structure Excavation is a plan quantity and is quantified in the Estimated Quantities table on bridge sheet 2 of 28. The quantity provides payment for as-needed structure excavation in the vicinity of the abutment footing following placement of the fill (in this case MSE fill).  
 
Subject: Track Clearance and Demo Shielding Type: Specifications

On page 143 of the Special Provisions, there is a 23 feet vertical clearance requirement above the track. On page 188, the requirement is 22 ft. Based on the as builts furnished, there is currently only 22 feet cl;ear above the track which leaves no space for a demolition shield.. Please clarify the requirement. Also, on page 176, it indicates that vertical demolition shield may be required. Is it required or not?

Federal Law requires that all RR clearances be a minimum of 23 feet. There are many structures that do fall below this minimum, therefore Section 5.iii provides the instructions to the contractor on how to address a temporary clearance that is less than 23 feet. Twenty two feet is the temporary clearance until the existing structure is demolished. Regarding whether the Vertical Demolition shield would be required, would depend solely on the contractor’s means and methods.

Refer to Sheet 5 & 7 of 28 - Detail A on Sheet 5 shows the EPS Material placed on the back of Abutment A, but it is not shown in Detail A on Sheet 7. Please verify if EPS Material is to be placed on both abutments.

The bridge plans correctly show that EPS material is to be provided behind Abutment A only.  
 
Subject: MSE Wall elevations Type: Plan

On sheet 26 and 27, the bottom of the MSE wall is shown at elevation 66.5 and 66.7 respectively. On the NW Railway Baseline sections, it appears that the bottom of wall is at elevation 70 (Cross Section sheets 20-21). If the bottom of wall does need to held at the lower elevation, an open cut will be outside the right of way and therefor would require sheeting. Please clarify the elevations

The MSE wall is provided on the cross sections as reference only. The specific elevations and details provided on the MSE sheets in the bridge plans shall be used to construct the wall and the berm in front of the wall.

The MSE Wall for Abutment A appears to have sufficient temporary easement to provide an open cut for the wall. Abutment B will have a 14 foot vertical cut if we are not allowed to go outside the right of way. Is sheeting required?

The limits of the proposed right of way and proposed temporary easements are indicated in the roadway plans. The means and methods to keep the construction operations within the applicable limits are the responsibility of the Contractor. The Contractor is reminded that the pay item Retaining Structure MSE wall includes furnishing, installing and removing temporary shoring when not specified on the wall plans or in the proposal as a separate pay item, see the Measurement and Payment in the Special Provision for Mechanically Stabilized Earth Walls (Concrete Panel Facing) in the Contract Documents. If proposed by the Contractor, open cut excavation slopes must not violate any railroad clearances or disrupt/impact the intended function of any project easements (utilities, driveway access, permanent drainage facilities, etc.).

Refer to Note 14 on Sheet 27. the note states to use 0.7H or 27.5 feet; for the length of the straps whichever is greater. 0.7H is 17.22 feet for a wall height of 24.6 feet. Does that mean all the straps are 27.5 feet and the MSE wall fill has to extend that far?

Application of Note 14 is correct. The straps would be 27.5’ for that height of wall and fits within the Reinforced Fill Zone shown on bridge sheet 28 of 28.  
 
Subject: Railroad Insurance Type: Proposal

Special Provision Section 107.19 - Railway - Highway Provisions ( Sheet 141 ) denotes 20 trains per day. How many Passenger trains & how many Freight trains use these tracks ?

The information received from Norfolk Southern indicates a count of 20 trains at the maximum speed of 60mph. There are passenger and freight trains running on this track. We do not have a breakdown of how many of each.  
 
Subject: STEEL PILES 12" Type: Bid Sheet

Bid Item 0800-Steel Piles 12" quantity is shown as 1,000 LF. In the proposed bridge plans, Sheet 26, 27 of 28 shows 25 EA HP12x53 at 3' spacings for both MSE Walls and Sheet 28 of 28 calls out lengths at 40 LF. Please verify total LF of HP12x53 piles is 2250 LF.

There should be 25 stabilizing piles at each abutment with a length of 40’ each, totaling 1,000 LF of 12” piles at each abutment. The project total should be 2,000 LF rather than 1,000 LF.
