No. This is due to the difficulty of switching the service from the Contractor’s name to VDOTs.

Based on the special provision, there should be a pay item included for the 360 Degree Camera. The pay item that is shown on the bid sheet is only for the equipment that is placed in the cabinet. Please provide direction on how the cost of the 360 Degree Camera should be included in the bid.

Subject: Signal Pole Anchor Bolts Type: Specifications

This project calls for the foundations to be re-used. Can the existing nuts/washers on the anchor bolts be re-used or do they need to be replaced? The existing signal poles have single nut connections. Is a Double-Nut connection required for the poles that are replaced? Does the Anchor Bolt tightening procedure (including UT Testing) outlined in Section 700.05 (k) have to be followed for this project? If so, how will the contractor be compensated for this work since these items of work are paid for under the concrete foundation pay item?

1.) Yes, the existing nuts and washers can be re-used. ~~~ 2.) No, a double nut connection is not required unless the end of the anchor bolts has enough threads to allow for the second nut. ~~~ 3.) The anchor bolt tightening procedure will need to be followed and the cost can be included in the Mast arm Signal Pole and/or Mast Arm pay items.

Subject: FCD / Incentive Date Type: Proposal

Request that VDOT review and adjust the Fixed Completion Date and the Incentive Dates. Based on the end of October AD, NTP will probably not be issued until 12/1/2017. The date to achieve the maximum incentive date is May 14, 2018. This only allows 5+ months to obtain this signal poles and mast arms. This is a very aggressive schedule and may not be attainable. We would request a FCD of September 1, 2018; a Interim Completion Date of August 1, 2018; Maximum incentive date of July 1, 2018. Also, the Incentive Date should not include the 30-day testing of the signal equipment. We would request that the incentive special provision be revised.

The intent is for the signal burn in period to occur between the interim completion date and the FCD specified in the bid proposal. Additionally, the contractor is expected to adhere to the NTP date specified in the bid proposal.

What is the anticipated date for the Partial NTP? A partial NTP of 12/1/2017 leaves exactly 6 months to obtain the signal poles and mast arm and achieve the maximum incentive date. Again, this is very aggressive schedule. We would request that the Full Notice to Proceed date be moved to April 1, 2018 and all other dates be adjusted by 30 days.

Subject: Cat 6 Cable Type: Proposal

It is our understanding that the camera system to be installed utilizes Cat5E cable and not Cat 6. Please confirm which cable (Cat 5E or Cat 6) will be required for this project.

The Signal plan sheet and the Quantity sheet show the use of Cat 6 shielded cable to be utilized for the Video cameras and not Cat5e cable. However, If the manufacturer prefers to use the Cat5e instead of the Cat 6 cable then that cable can be used for the same cost otherwise, use Cat 6 cable.  
 
Subject: Existing Electrical Service - SE-3 Type: Plan

Sheet 7(3) shows the existing SE-3 service to remain. However, the plans call for a new signal pole to be installed on the existing foundation. How will the contractor be compensated for relocating / installing a new SE-3 service on the new signal pole? What coordination has been done or will be required with Dominion Energy to complete the transfer?

Please provide clarification on the Signal Pole Design Standards that shall be utilized for this project. There is a special provision included in the bid proposal that has the poles designed in accordance to the 1994 AASHTO.

The signal Poles are to be designed to 1994 AASHTO specifications due to the existing foundations that were designed to 1994 AASHTO specifications. This project was granted an exception due to the Signal Pole foundations being reused.

Since there is still a tight schedule for this project will the department accept type III signal poles instead of the type I? We understand that all of the certifications and other paperwork required by VDOT will have to be provided in order for payment to be processed.

The Department will accept Type III poles in lieu of Type I poles. As noted in the question, the Type III poles will need to meet all applicable specifications.
