Please provide a drawing number for this work, Drawing 20(8) does not have any Aesthetic Lighting shown on it?

See Sheets 20(7) and 20(7C) for conduit and junction boxes associated with the Aesthetic Lighting Bridge Conduit System (MSE WALL). Inset A on sheet 20(7) shows in more detail the conduits associated with the Aesthetic Lighting, VDOT Power, VDOT Communications and Roadway Lighting. General Note 2 on sheet 20(7C) states that one conduit line is shown for clarity if multiple conduits are within close proximity. Refer to the Sheet Notes for more information related to the Aesthetic Lighting and other conduits represented by the line style. Refer to Sheet 23(14) for the Bridge Conduit System for MSE Walls.

Sheet 23(14) is for the MSE Wall & Bridge Conduit system it does NOT address the AESTHETIC LIGHTING BRIDGE CONDUIT SYSTEM (MSE WALL)?

The aesthetic lighting bridge conduit system is integrated into the MSE wall per the notes and details on sheet 23(14) with the conduits shown on sheets 20(7) and 20(7C) that reference both aesthetic lighting conduits/junction boxes and other conduits/junction boxes. Refer to the ** note and “Additional Conduit(s)**” note in the Plan view detail and Section B-B on sheet 23(14) for more information.

Does the regular excavation quantity include the excavation for the installation of the ground improvement piles (ref. 21(2A)and 21(2D) cross sections) below existing grades ? If so, to what elevation was it carried to, top of pile cap, bottom of pile cap?

The regular excavation does not include the excavation for the installation of the ground improvement piles. The structure excavation quantity shown in the summary table on sheet 21(1) is for the excavation associated with the ground improvement piles and is calculated to the bottom of the pile cap.  
 
Subject: Bore and jack storm sewer Type: Plan

Micro-Tunneling contractors have grave concerns about the Dbl. 42” PCP under Newton Rd. (Str. 4-36). the top pavement at Sta. 23+50 is 13.11 and the top of the 42” Direct Jack Cl-5 RCP is 9. 89. This leaves a clearance of 3.22’. This does not take into consideration what the pavement section is currently. They believe the road will heave and damage the pavement due to the shallow depth. They feel that unless the pipe run is not lowered at least 4’, they will not be able to do it. If this is the case it would have to be done by Open Cut. Can this pipe run be lowered or done by open cut method?

The 42” pipe cannot be lowered without impacting several utilities. There are three major utilities located within the limits of this crossing: (1) A 24” gravity sewer has an invert of approximately 0.00; (2) a proposed 48” HRSD offset has an invert of approximately -1.75 to maintain a minimum of 3’ cover from the 42” pipe; and (3) a relocated 8” gas line with a top elevation of approximately 2.5’. The current maintenance of traffic plan is based on the pipe being placed using the jack and bore method. If the contractor would like to place the 42” pipe using the open cut method, then the contractor would need to submit a revised maintenance of traffic plan with sequence of construction for approval.

The description for this bid item is "Parapet concrete w arch treatment B603" However on bridge plan sheet 51 of 78 this item appears under the ornamental fence, and looks like the curbing under BR-27 rail, and does not appear to be a standard parapet. Please confirm that this item is for the concrete under the ornamental fence.

The parapet shown on sheet 51 of 78 for B603 is under the mesh pedestrian fence on the western most side of the bridge exterior to the pedestrian sidewalk. Bid Item 6010 (Item Code 62000) Parapet Concrete w/ Arch. Treat. (B603) is for the concrete parapet represented by the 1’6” dimension in section B-B on sheet 51 of 78 for B603.

Bid items 5540, 5550, and 5560 list LED Luminaires of 150W, 250W, and 400W. the plans provide the ISO curves for the fixtures, but there are no lumen output levels or other information provided in the plans or specs. On average, LED luminaires have around 100 lumen/watt outputs, which would put the light levels in the areas where these luminaires are proposed at high values with the 150, 250, and 400W fixtures. Are we to provide LED fixtures that are the equivalent of the 150, 250, and 400W HPS or MH fixtures, or are these values actual LED wattage values?

The LED luminaires delivered lumen output is indicated on sheet 15(1A), Note 49. The Contractor shall provide luminaires with lumen output and distribution characteristics per sheet 15(1A) Note 49 and the ISO foot-candle diagrams on sheet 15(2E). The provided wattage of LED luminaires reflect fixtures used for design, as LED technology continues to advance the actual wattage will vary by manufacturer and specific model selected.

On sheet 37 of 78 it states "Decorative Steel panel steel ,connection ,and corner support bracket steel shall be ASTM A709 Grade 50 and shall be painted." Please clarify if the Decorative Panels are to receive Primer in the shop with intermediate and topcoat shop applied OR receives primer in the shop with Intermediate and Topcoats field applied

The primer for the decorative steel panels steel should be applied in accordance with the specifications and the intermediate and topcoat application should be determined by the contractor. If the intermediate and topcoat are to be shop applied, then any damages during installation will be the contractor’s responsibility to repair. If the intermediate and topcoat are field applied, then any damages or overspray on the steel or adjacent structures will be the contractor’s responsibility to repair.

On Sheet 1 of 78 for bridge B603 it says use State of Virginia DOT Bridge specifications 2016, Although It also states "All structural steel ... shall be ASTM Grade 50W and shall be painted Texcote Color 'Palomino Beige'", Please clarify if the entire superstructure is to receive Primer on all parts in the shop with intermediate and topcoat field applied OR as is usually done the girder ends (and affected crossframes) and outside of the fascia girders receives primer in the shop with Intermediate and Topcoats field applied

As referenced in the note on sheet 1 of 78 for B603, all structural steel, including bearings and sole plates…shall be painted TexCote color ‘Palomino Beige.’

Proposal Line Number 5960, shows 117,393 pounds of black bar. Of that weight, 88,610 pounds can be found for B602 and B603 substructures. That leaves 28,783# of weight that we can not find on the plans. Please advise as to where the 28,783 # can be found.

Line item 5960 (Item Code 61700) Reinf. Steel is for B602 and B603. During the design phase, the steel design for B603 was revised; however, the black bar quantity in the schedule of items was not adjusted. The quantities in the summary tables are correct for each structure for a total quantity of 88,610 LB for line item 5960. The contractor will be paid by the pound for every pound used.

The 48" Force Main and 24" Sanitary Sewer shown on sheets 29(4) & 29(4I) are scheduled to be performed over the weekend according to the traffic plans for Newtown Rd. The bypass and linestop work required to complete these two sewer replacements are very time consuming to install and require a significant amount of space for the equipment. We do not believe the work will be able to be completed and removed from the roadway in a weekends time even if done is sections. Will you allow for single lane closures or lane shifts to accommodate the linestop and bypass equipment which will have to remain in place during the week after the road is opened back up to traffic?

The 48” force main work will require line stops that will remain in place until the relocated force main is connected. The line stops will be protected by traffic barrier service, which is why the MOT plans and quantities include Traffic Barrier Service Reset at this location. Newtown Road northbound traffic lanes will only be closed in accordance with the Allowable Hours for Lane Closures table on plan sheet 1J(0001). There is not a line stop associated with the 24” gravity sewer relocation. The work will require bypass pumping. The contractor will be required to submit a bypass pumping plan.

Where is the 54" Steel Encasement Pipe in bid item 3760 located on the plans?

Bid Item 3760 (Item Code 45632) 54” Steel Encased Pipe was removed with Addendum No. 2. Bid Item 6259 (Item Code 66921) Bridge Substructure Permanent Casing (4’-6”) was added with Addendum No. 2 and can be found on Sheet 182-03c_002 for Bridge B602.
