Permanent signs will be mounted using Pay item 50430- SIGN POST STP-1, 2", 14 GAUGE. Signs are shown on plan sheet no. IF-5. The project consists of 5 permanent signs and 52 LF of 50430 Sign Post. A change order will be issued for this item after the project’s award.

In order to remove the existing piers to the existing foundations, the contractor must excavate below the track elevations; therefore, there is a risk of undermining the track due to the proximity to the tracks. Please provide design standards of the support of excavation (SOE) to ensure track stability.

Page 1D – Item 4b: Two weeks’ notice is required for road closures. There will be two road closures. The initial bridge closure, and the spur closure during raising of the roadway profile. ~~~
• 2 weeks’ notice (correction) and an additional 3 days post closure. 5 PVMS @ 17 days – total 2040 hours. ~~~
• The closure of the spur will require 2 PVMS - one in each direction along FFCP (PCMS 1 & 4). 2 PVMS @ 21 days – total 1008 hours.”

In order to develop an effective and safe working Project Schedule, the contractor must be aware of All Scheduled Train Times (Commuter trains and CSX) at the Project Location at Backlick Road. Although, the number of trains have been provided in the specifications, the contractor wishes to know a detailed time schedule of the trains as this will have a considerable impact to the overall project logistics and schedule
In summary, the contractor needs to know what time frames are exactly available to perform construction activities within the zone of influence of the tracks (25 feet).

You can also reach their Customer Service Departments as follows: 800-872-7245 (AMTRAK) and 703-684-1001 (VRE).To the best of our knowledge there are no schedules available for CSX Freight, however their Customer Service Department can be contacted at 877-744-7279 for additional information.

Excavation and construction of the abutments will require substantial shoring behind the abutments. This shoring will be located on CSX right of way but will not impact the track. Will CSX be required to review and approve any shoring on their right of way, or only shoring that impacts their track?

The SP Book on page 56 states that Verizon Virginia will be relocating cables to a new pole set to replace a broken pole at/near station 117+37 on the east side of CSX and that it is anticipated the work will take six weeks to complete after they mobilize. When will this work actually occur, will it be prior to a construction start or sometime during the construction process ?

The Verizon work has started with some required tree trimming that is currently in progress. However we don’t have a definite completion date. Please refer to Special Provision for Cooperation with Regard to Utilities for more details.

There are several construction activities that occur early in the schedule which cannot begin until submittals are reviewed and approved by VDOT and CSX. Due to the importance of completing the project within the allowable time, will the Department and CSX accept and review submittals prior to Award of Contract?

NOT prior to Recommendation for Award- The Department, at the Contractor’s request, will receive documents and drawings submitted by the Contractor for the Department’s review and approval only AFTER the recommendation letter for award has been issued by the Department to the Contractor. The CSX special provisions, process and requirements will not be modified, and remains the same as included in the proposal. This effort doesn’t relieve the Contractor from any contract requirements.
