Rebar isn't included on the schedule of items within the bid sheet. The rebar itself, is used for tie ins, is this an error?

Road and Bridge Spec 2016 Sec. 603 states. That lime and fertilizer are to be separate bid items; however lime and fertilizer isn't included as a bid item.
