We have recently learned the carbon fiber prestressing strands and spiral have a minimum 4 month lead time after approved shop drawings to reach the precast pile manufacturer. With this lead time, we will be unable to meet the November 17, 2017 completion date as specified. Please clarify.

Will the abutment backwall / wingwall fascias require protective coating from +5.0 to -5.0 as outlined in Specification Section 404.03 (i) Concrete Exposed to Tidal Water ?

Yes, the abutment backwall/wingwall fascias shall be coated in accordance with Specification 404.03(i) from elev. +5.0 to -5.0. As stated in Specification 404.08, the protective coating is incidental to the cost of the concrete.

Plan Sheet 5 of 17, is there a pile on the back row @ the construction centerline ? The plan does not indicate one. If there is not one , the quantity needs revising.

There is not a pile on the back row at the construction baseline. The prestressed concrete pile quantity is in accordance with 10 plumb piles and 13 battered piles minus the quantity for 1 test pile per abutment. The Driving Test quantity is for one battered pile with some extra length included.

There is a special provision for this work which requires Contractor Qualifications. Will this work be considered a specialty item that does not require VDOT pre-qualifications to bid the project? Since this work must be done first, there may not be enough time to get a contractor pre-qualified and still meet the project completion date

The qualifications which I assume your are referencing to has to do with Horizontally Directional Drilling of Waterlines. This should be something that a VDOT prequalified utility contractor can do. If there are no prequalified vendors for this work, the District can declare it a specialty.
