There is no reference in the documents to the PCMS as to how many, how long ahead of the job start date, or message required. No Public Communication Plan was found. Bid item requires 700 Hours. Please advise on the missing information for this item.

Contractor should expect to supply the PCMS for 700 hours. There is no formal communication plan. The usage shall be decided during the meetings with the Department.

There does not appear to be a top soil pay item on the bid sheet. How will topsoil be measured and paid for on this project? Is it class A or class B?

No additional topsoil is anticipated for this project. Contractor shall include reuse of onsite topsoil in bid.

Drawing 2A in the detail specifies "Biaxial Geogrid Reinforcement" while the bid proposal item 0220 calls for "Geoweb Cellular Confinement Biaxial Geogrid Reinforcement". There are not the same product, please clarify which product you want.

Subject: ENVIRON. PROTECTION ONTAMINATED SOIL AND DISPOSAL Type: Proposal

Proposal says contaminated soil to be disposed, as SPECIALSOLID WASTE. As it is contractor's responsibility to sample and analyze soil, If contractor's analysis shows soil contains hazardous levels, how will VDOT address this? noting SPECIAL and HAZARDOUS have signifigantly different disposal costs.. note G-5 on page 2 of plans mentions previously conducted subsurface soil investigation. Can this investigation results be shared with bidders?

The Phase 2 Environmental Site Assessment (report) found the contaminated soil to be solid waste and can be disposed of as special solid waste. No evidence of hazardous waste was found during the investigation. The report will be uploaded to the Construction Division Website.

Line Items 90 and 100 are both for Aggregate Base Mtrl No 21B. but different quantities. Is this an error?

Note that 287 Tons of Ty I. No. 21 B stone is listed in the incidental summary table designated for Ground Improvement and 1396 Tons Ty. I. No. 21B stone in the pavement summary table for the roadway base. Please price accordingly.
