In the Schedule Notes at the end of the proposal, there is a provision that gives the contractor the option of utilizing either #9 aggregate or B sand as cover for the blot coat on the modified surface treatments. The issue is that there is a substantial difference in cost between the alternatives. The #9's produce a much better pavement surface and is the premium material that absolutely should be specified from a quality standpoint. The sand is cheaper, and in a low bid environment, is what contractors will be compelled to use in pricing the work. I feel that VDOT should continue to specify the #9's as they represent real progress in improving the end product. I am afraid that given an alternative, we will be forced to return to a lesser quality treatment. VDOT should specify the materials to be used and not leave it up to contractors in this case.

This may be an issue to be discussed at the State Maintenance or Materials Engineer level. The decision is made at each District. On this job, the Department will accept either #9s or B Sand as the blot coat.
