Please confirm that Additional Flaggers as needed for safety of the traveling public will be paid for as outlined in Section 512.04 on page 128 of Volume 2 for all 2017 Salem District Surface Treatment Schedules.

They will not. The MOT pay item shall include all flaggers as shown in the typical details in the Work Area Protection Manual. In other words, the contractor is to include in his bid, all flaggers that he knows he will need to perform the work. Do this in the same manner as was done when all costs were included in the per ton price of asphalt before Federal funds were used on schedule work. Flaggers not shown in the WAPM typical details, or when a situation arises that could not have been foreseen prior to bidding, or when otherwise requested by the Department, will be paid for according to Volume I spec 512.04. that states “Rate of pay for flagger service will be 145% of the Davis- Bacon Wage Rate for “Flagger” specified in the Contract”.
