Within “APPENDIX A” in the Special Provision POWDER COATED GALVANIZED GUARDRAIL (dated March 14, 2011), there are only three POWDER COATING MANUFACTURERS listed. Can a contractor use any State Approved Manufacturer to supply POWDER COATED GUARDRAIL Products?
