Permit conditions state that all in stream work shall be performed in the dry. Will cofferdams / sheeting be required for construction of the bridge as well as installation of the water and sewer line? If so, will blocking the tributary be allowed?

a.) The work done to construct the bridge abutments will be behind the existing substructures of the existing bridge. Therefore, the bridge work should already be in the dry and there should be no need for cofferdams or sheeting. If work occurs during time of no flow/stagnant water, then no cofferdams, stream channel retaining structures or dikes, will be required. If work occurs during time of stream flow, then cofferdams, stream channel retaining structures, and all dikes (constructed of non-erodible materials), will be required.~~~~ b.) Blocking of short duration, with appropriate pump around, shall be required in order to adhere to specification 107.16(b) “The contractor shall prevent stream constriction that would reduce stream flows below the minimum….during construction operations.” and, “The Contractor to the maximum extent practicable shall not permanently restrict or impede the passage of normal or expected high flows or cause the relocation of the water.”. The intent of these portions of the specification is to ensure that downstream habitats and aquatic species are not starved of flowing water.
