Simple concrete patching and asphalt overlay of existing roadway surfaces, exclusive of structure decking, will not in and of itself generate hazardous waste or hazardous materials. The contractor may generate other waste materials, possibly solid waste, wastewater from equipment cleaning, cleanup of spills and/or releases, etc. As to the generator question, for all of our contracts, VDOT and our contractors must abide by applicable rules and regulations. If any waste is generated or a material spilled or otherwise released, both VDOT and its contractor are considered co-generators and by virtue of the VDOT contract, we rely on our contractor’s to perform all required activities pursuant to applicable rules and regulations for us.

Project revision dated Sept. 14, 2016 was downloaded from Falcon on 9.15.16. As of this morning, Falcon indicates last modification of RFP was on 9.16.16. It appears to be the same document we downloaded last week, the day before. Please advise what changed. Thank you!

There should be no changes between those two documents. If the revision letter shows a 9/14/16 date, you are looking at the correct proposal.

The two ramps on the southern portion of the Route 10 interchange appear to receive concrete patching with a THMACO overlay in the Typical. The existing ramps are asphalt. What is the Departments intent for the two ramps on the south side of the Route 10 interchange? Additionally, will the approach work be required on the southern bridge approach at Rte. 10 as indicated in the Typical?

The advertisement states the DBE requirement is 9%. The C-111 in the proposal states 3%. Which is correct?

The goal is supposed to be 9%. The specs say that the proposal governs over the advertisement. Therefore the Department must delay receipt of bids until September so that an addendum can be issued.

General Note #20 identifies locations to be repaired. Additional Priority I locations are defined in the Bid Document as existing failures, potholes, and locations identified by the Engineer.

Page 6 of the proposal defines that there will be priority level I and priority level II for the concrete patching. There are no quantities provided for either of these items and the contract allows for a priority II to be moved to a priority I at the will of the Department. The successful bidder will be required to make repairs whenever and where ever the Department dictates. This is very subjective and proper pricing for this work is impossible. Would the Department please provide for a bid quantity for each of the priority levels so that a reflective bid price can be developed as well as a schedule for this project.

The typical on page 332 is for the location from Route 10 to 0.11 MI N. Kingsland Rd OP. The typical on page 334 is for the location from Appomattox River to Route 10 for the approaches between the two Railroad bridges.

The section from the Appomattox River Bridge to Route 10 will involve work at the bridge approaches only as indicated in the heading of the two typical sections for this location (pages 333 and 334).
