On page 1F of the plans under General Notes for Maintenance of Traffic it states that the time restriction for south bound single right lane closure is 7pm to 11am with no restriction for shoulder closure. Another note under General Notes for Maintenance of Traffic states that lane closures will be allowed between the hours of 9am to 3pm and 630pm to 530am for one lane two way operations. Is the intent to construct this project at night?

The note indicating that a single lane closure is permitted between the hours of 7:00 PM and 11:00 AM is correct. The other note is incorrect. A considerable portion of the sidewalk work can be completed without closing a lane and can be completed outside the 7:00 PM to 11:00 AM window.
