Special provision page 221 provides requirements in item D for the Connector Block of the CLD. The 2nd paragraph states that the female and male contact halves SHALL BE molded synthetic rubber, molded chlorosulfonated polyethylene (which is a rubber), polymer body or Department approved equal. The question is …Is PLASTIC an acceptable equal for the use of a CLD connector body material? Is there a particular chemical composition of Plastic permitted?"

Since the purpose of specifying a rubber connector block is to provide a weather tight seal, general plastic is not an acceptable equal.

The 5th paragraph under D Connector Block... states, "The contacts SHALL be self-wiping WITH A SHOULDER AT THE BASE OF EACH MALE CONTACT so that it recesses IN(side) the female block for a moisture-tight seal when mated". The question is... “Do the individual male pins actually have to provide individual seals within the contact block as the language implies?”

The benefit of each contact having its own seal is that if moisture gets in one contact, the rest do not fail for the same reason. Plastic connector block is not acceptable.

3. The 4th paragraph under D states also that all wire leads shall be permanently molded in the Rubber Contact block... the question is.... IS it acceptable to use a PLASTIC contact block with wire leads that are siliconed or epoxied in the back of the plastic contact block?

Plastic block is not acceptable.

The specs provided are written in a way that have provisions for VDOT either going with an Analog (coax fed) cctv or an IP (ethernet fed) CCTV. Please clarify which type of camera is required.

CCTV cameras on this project are Analog, see plan sheet 1A(1) (Combined Summary of Quantities).

Overhead structures and DMS items are on the plan sheets but are missing from the pay items and proposal. Please clarify which is correct.

The plans on Falcon are correct and do not show the DMS. The DMS and associated structure have been removed from the project.

I see the DBE% is 2%. How a DBE participant know if this has been met?

The DBE goal must be met at time of bid. DBEs must submit their quotes to the prime bidders prior to bid. If the prime does not meet the DBE goal at bid, his bid is rejected.
