Please clarify what fiber is to be used and how the fiber will be paid for under the contract. Should a line item be added?

The fiber cable itself will be provided by the utility (Sidera/LighTower). The utility will leave spare cable coiled, and the Contractor shall connect the cables to the equipment in the cabinet. Any work related to the fiber cable is incidental and shall be included in the price bid for other items.
