Sheet 3(4) for AP Hill & Tidewater shows the allowable shoulder closure hours for Route 17. There is no mention of allowable single lane closure hours. Would that fall into the 7pm to 6am timeframe as well?

Correct, single lane closures along Route 17 should follow the 7p.m. – 6a.m. time frame.

Original scope of the project was much larger and has since been scaled back. Bids should reflect the proposed work, not the engineers estimate.

Yes, VDOT delayed bit letting and will issue and Addendum to clarify discrepancies and revise plans and proposal. Revisions and Addendum have been issued today 8/15/2016.

The location would indicate that there will be the need to have contaminated ground water and soil disposed of. has any testing of the soil been performed and will line items for the removal of these items be added?

The DEQ database inquiry performed did not indicate the likely presence of any contaminants and therefore no sampling was conducted at any of the locations. Should the contractor encounter suspect materials VDOT will mobilize an on-call consultant/contractor to handle the materials if they are of regulatory concern

The answer and the addendum are contradicting in reference to responsibility. Please clarify in detail the responsibility of the contractor and VDOT. What is included in the PF-8 foundation and who is responsible for the soil if contaminated through disposal?

A special provision has been provided that defines the responsibility of the contractor and VDOT regarding contaminated soils.
