Given the nature of this project with installations occurring on primary and secondary routes alone there will be underground utilities present on the majority of the install sites with a high probability of utility conflicts with the placement of the guardrail. Would the department consider adding a pay item for Hand Dig Guardrail Post Hole to mitigate some of the exposure or should the burden of all costs be factored in other pay items?

The contractor should anticipate that a small percentage of the posts on this project will require hand digging therefore the costs should be factored into the related bid items. If utility conflicts are discovered, then the Department will evaluate options to attempt to minimize the amount of required hand digging however, the Department is not adding a pay item for hand dig guardrail post at this time. If utility conflicts are severe, then the Department may also evaluate dropping sections from the scope of work.
