Specs call for "Recoat" of Spans 16, 17, 18. Specs also write Fredricksburg Office will assist in making and locating areas on the superstructure to be spot coated/panted. Are these areas on the previously painted spans 9-15 and 19-23. If so, which spans and which methods of cleaning are involved?

There are no areas to be spot coated on this project. Please refer to the addendum/ revision dated May 16, 2016.

According to page 172, it says to paint all ferrous metal in spans 16, 17 & 18. In the Revision dated 5/3/2016, it talks about the district will locate areas of superstructure to be spot coated. Does this mean there are spot areas of the bridge "outside" of spans 16, 17 & 18 that will require spot coating? If this is correct, what portion of the 335,000 SF is considered outside of spans 16, 17 & 18? If otherwise, please clarify.

The current contract available from FALCON still has signal operations for lane closure, will this be changed? Other issues are there are low clearance issues at the through truss making blasting and painting operations impossible without lane closure.

In regards to the new note 6th sentence down on page 172; we are confused as to how we can contain, prep & paint the truss steel above the roadway without staging from the closed lane portion of the roadway. Please clarify.

To clarify, it is the intention of the Department that the contractor will only close a lane to blast and coat the over deck truss steel and/or to initially install or maintain under-deck containment and platforms. Once blasting and coating is complete on one side of the over truss the lane closure and containment would then shift to the other lane. This is necessary to prevent conflicts with the allowable height required in the bridge travel lane. Due to load rating and lane width the Department anticipates that heavy equipment (blasting cabinet, etc…) will be staged from barges. Please be aware that regardless of this response final determination of means and methods that comply with the Contract terms remains the responsibility of the awarded Contractor

The following question & comments are in relation to the emergency preemption equipment, temporary signals & video detection sysytem requirements. According to th especial provisions there is an existing emergency preemption system in place currently that works along with, I assume, the traffic lights located at the General Puller Hwy & Chesapeake Dr. Once we close a lane on the bridge and proceed to put in place temporary signals, our assumption is that these signals will be allowed as portable for the reason that they will be located 2000 feet max. distance apart on the top of the bridge deck & the bridge deck is not suitable for a wood pole/guy wire type temporary installation. According to the answer given contractors on 2/17/16, we are only to provide only equipment to receive & process transmissions given by emergency vehicles. The Special Provisions page 161 instruct us to install a temp vehicle detection system when the permanent system has been destroyed or become inoperable due to our construction operations. Where specifically is the existing permanent vehicle detection equipment located with respect to the project area starting from Gen. Piller Hwy & going northward to Chesapeake Dr?

No permanent emergency vehicle detection equipment is in place on the structure. Detection will need to be placed on the temporary equipment. This detection equipment does not need to interface with the General Puller Hwy. or Chesapeake Dr. signals. Furthermore the Contractor is advised to pay particular attention to the requirements for design of the temporary signal as, portable signals may not be acceptable on the bridge deck in the travel lane as they are not crash worthy. Other means of attaching or constructing the temporary signal may be required.

Are the questions and answers previously given for the J40 2/24/16 bid still applicable to the current J40 5/25/16 bid?

Questions and answers for the previous bid are no longer applicable. The bidder will need to review the new bid proposal, contract, and plans to ascertain the entirety of the changes since the prior advertisement. Bidders should give particular attention to changes in the load rating information provided and the limits of operations as they pertain to staging and sequence of work.

With the use of a temporary signal, will the administration allow for a permanent lane closure for the duration of the contract?

A permanent lane closure for the duration of the project will not be allowed. The Department will allow only limited lane closures on the bridge while the over truss is being blasted, prepared, and recoated.

The Bid submission date on this contract still states February 24, 2016 will an addendum be posted? Also there is a mandatory showing but no details about date and time are listed. Will these be posted anywhere?
