Limited road closures will not be allowed for this project due to the lack of an available detour route. Extension of the box culvert at ST. 123+75 can be performed in phase 1 or 2 as it should not impact traffic.

I cannot locate the Drainage Descriptions on the plans. Could you clarify the invert elevations of STR 3-3, the dimensions of STR 5-2, and the extension lengths of STR 5-2? Will a pay item be added for minor structure excavation of the box culvert?

Drainage descriptions, including invert elevations, are located on Sheet 2B. There will be no minor structure excavation for the box culvert, therefore no pay item.

On page 358, paragraph 9 provides for installation of culverts for temporary stream crossings. Is this along with installation of a causeway / road allowed for access?

Yes, permits require that stream crossings maintain aquatic life passage; this applies to both permanent and temporary crossings.

Subject: Drilled Shaft Load Test Type: Specifications

Refer to the Special Provisions for Drilled Shafts. 1. On page 305, Paragraph V.1 states to provide a trial shaft if required by the plans. We don't see a requirement on the plans for a trial shaft. 2. On page 309, the maximum test load on the drilled shafts is listed as 3,400 tons using the O-CELL test method. The test load using the standard test is 200% of the design load or 920 tons. Is the 3.,400 tons correct? Is a load test required and if so, will there be a separate pay item for this test? 3. On page 310. the second paragraph states that "installation of the production shafts shall not begin until the load testing report is approved by the engineer." This implies that there is a trial shaft. Is a trial shaft required?

There is a TOYR restriction regarding bats in the general permit. Is VDOT going to remove the trees from the project prior to April 15th? If not no clearing can begin till after September 15th. If this is the case will the time limit in the proposal be extended? Can the Bat provision be eliminated from the proposal?

Tree clearing will be completed prior to the time of year restriction under an ASD contract administered by VDOT. The time of year restriction regarding bats shall remain in the proposal.

WILL THE TOYR REGARDING BATS BE INVOLVED IN BORROW WASTE AREAS? IT IS UNDERSTOOD THESE AREAS, IF OFF VDOT RIGHT OF WAY ARE THE CONTRACTORS RESPONSIBILITY OF THE CONTRACTOR.

As long as the Contactor identifies the site themselves and it is off VDOT R/W then their T&E Coordination will fall under the new 4(d) Rule guidance. Therefore; if the site will be located in a county within the Lynchburg District which has no known roost trees or hibernacula; no time-of-year restriction (TOYR) or survey is required for tree cutting. They will still need to report any proposed tree cutting (for trees greater than 3” DBH) to the US Fish and Wildlife Service (USFWS). • If they propose to cut trees during the TOYR (April 15 – September 15) then they submit their offsite facility and tree removal information and wait for the 30 day comment period to expire but they will not have to include any TOYR restriction or propose any type of survey to be completed prior to cutting the trees. • If they propose to cut the trees outside of the TOYR (April 15 – September 15) then they can submit their offsite facility and tree removal information to the US FWS and proceed with the tree cutting.
