Subject: VSMP - Post Construction Stormwater Management Type: Plan

Plan Sheet 2C(2), Section IV, Note d. Is the contractor correct to assume that offsite (waste, borrow, yard) facilities directly necessary by design and related to the land disturbing activities of this project are covered by this note? If not, how does the Department intend to reimburse the contractor for Post Construction Stormwater Management controls for necessary offsite facilities? And is the contractor to presume the Department will execute the necessary maintenance agreements with affected landowners? Will the Department purchase/provide the necessary Nitrogen and Phosphorous credits necessary for the land disturbing activities associated with the Department's project?

This project is in compliance with storm water management regulations and the necessary permits have been acquired for the proposed work as indicated in the plans. Any off-site support facilities (i.e. waste, borrow or staging areas) are the responsibility of the contractor to obtain. Any necessary permits for any off-site support facilities are also the responsibility of the contractor to acquire. VDOT would not be responsible for, or become a party to, any long term maintenance agreements or nutrient credit acquisition for any off-site support facility. The costs associated with such off-site support facilities should be taken into consideration during bid preparation. Reference IIM-LD-242.5.  
 
Subject: Deck Concrete Type: Proposal

The bid item #60404 for the deck concrete in the plans says Concrete Class A4 and references spec #404. The plans show the concrete for the deck to be A4 modified and per the special provision. Which is correct?

The Contract Supplemental Section 404 is applicable throughout this project and primarily deals with formwork and placement. The Contract Special Provision referenced is specific to the bridge deck and amends the Class A4 concrete mix design options allowed in section 217 for the purpose of minimizing cracking. For any areas of overlap, the Special Provision shall control.  
 
Subject: Surface Preparation for Shear keys Type: Proposal

The prestressed slabs are to have a float finish with kevlar strips embedded in the epoxy EP-5 (mod.) over the shear keys. The procedure for surface preparation is a part of the Epoxy Concrete Overlay Special Provision. Will the areas over the shears keys and beam edges covered by the epoxy and kevlar strips require shot blasting or will another method of cleaning be acceptable?

We will allow sandblasting as an alternative to the shot blasting requirement for the shear key preparation. Since the prestressed slabs will have a composite overlay the balance of the surface of the slabs needs to be prepared in accordance with section 404.05 (e) of the VDOT Specifications.

Before the bid, will the Department provide a contact name and phone number for someone with the Department of Game and Inland Fisheries so the contractor can more accurately know what will be required to meet the maintenance of navigation?

The C-111 does not list a percentage requirement, but the advertisement lists the requirement as 5%. Is this correct and will the C-111 be corrected?

The fixed completion date in the advertisement and on the website is May 11, 2018. The proposal lists the completion date as December 1, 2017. Which is correct?
