Page 335 item 2.2 Zinc Coating; Calls for zinc coating of 1.94 ounces per square foot. Item 2.3 calls for 1.2 ounces per square foot. Is zinc coating 1.94 or 1.2 ?

The 1.2 oz. per square foot zinc coating is required for the fence fabric. While the 1.94 oz. zinc coating called out in item 2.2 applies to fence pipe and hardware. However, it will be acceptable if the coating for the fence fabric exceeds the 1.9 oz. standard if the contractor has problems procuring that material at that galvanizing rate.

General note 2 on sheet C-001 states that the contractor shall request a dig permit from the contracting officer’s technical representative 15 days prior to commencing construction. This dig permit is also referenced in the project showing minutes stating that the VCSFA is responsible for issuing the dig permit. Please provide contact information for requesting this permit and specific requirements as to what is necessary to provide to the VCSFA in order to obtain this permit.

The project showing minutes state that the contractor will be required to grub and remove stumps and mulch. Will the existing trees be removed from the site or will the clearing contractor cut down the trees, grind them and turn them into mulch and leave the mulch on site to be removed by the contractor building the UAS Airstrip? If the contractor is to remove the mulch, please provide the quantity of mulch to be removed.

According to Section 301.01 Clearing and Grubbing will consist of clearing, grubbing removing and disposing of vegetation debris and other objects within the construction limits except for vegetation except for objects that are designated to be preserved, projected or removed in accordance with the requirements of other provisions of these Specifications. The roadway contractor will be responsible for removal of mulch( Vegetation Debris). The cost of removal of mulch is included in the Clearing and Grubbing (Lump Sum) and no separate measurement and payment will be allowed for this operation.

This project is in an environmentally sensitive area for bat species protected under the
Endangered Species Act (16 USC 1531 et seq., hereinafter “the Act”) and the Virginia
Endangered Species Act (29.1-563 et seq.). Removal of trees greater than or equal to 3 inchesdiameter at breast height (dbh) may result in adverse impacts to bat species by removing roostinghabitat during summer months and is prohibited during the Time of Year
No removal of trees greater than or equal to 3 inches (dbh) shall be conducted from April 15
through September 15.
The clearing operations are currently being performed by others, however the contractor is responsible for grubbing and stump removal. Will the time limitations under this provision be applicable to the stump removal/clearing under this contract?

This special provision pertains to the entire project site. The site is currently being investigated and cleared by a qualified MEC/UXO Inspector in conjunction with the tree cutting operation. Additionally the MEC/UXO Inspector will be present and/or available during the general contractors operations if any additional investigation and/or clearances are necessary.

1.4.1 Qualifications
Contractor shall engage the services of a qualified testing organization to
provide inspection, testing, calibration, and adjustment of the electrical
distribution system and generation equipment listed in paragraph entitled
"Acceptance Tests and Inspections" herein. Organization shall be
independent of the supplier, manufacturer, and installer of the equipment.
The organization shall be a first tier subcontractor. No work required by
this section of the specification shall be performed by a second tier
subcontractor. If the contractor be responsible for acceptance testing the electrical as stated above, will VDOT be the agency receiving and reviewing the testing reports?

Based on the quantities, it appears that the #57 stone and the geotextile fabric associated with the block wall is incidental to the construction of the block wall. Please clarify whether or not this is true and explain how the #57 stone and the geotextile fabric is to be paid.

An approved manufacturer for the segmental blocks for retaining wall will be a producer who can meet the requirements for ASTM C94/c, 94M, ASTM 140, and any additional requirements called out in section 32 32 23 of the Supplemental Specifications
