The contract does not have pay items for installing or repairing utilities, why is 24740 "reconstruct ex. restoring asphalt pavement" shown in the contract?

Item #24740 will be used for the restoration of existing pavement if it becomes necessary to install or repair utilities etc. while performing guardrail repair work.
