Demolition of Pavement is a plan quantity item. Areas of the northbound lane indicated as Proposed Asphalt Pavement are not marked for Demolition of Pavement. How is removal of the existing pavement paid?

The proposed area of asphalt pavement demolition northbound lane adjacent to each end of the bridge should have been cross-hatched and designated on the plans. This demolition of pavement is paid for as plan quantity and is included in the quantity summary. The quantities as shown are correct. Sheets 4 and 5 will be revised to show the area of pavement demolition prior to construction.  
 
Subject: Maintenance of Traffic Type: Plan

The Transportation Management Plan does not address safe work area ingress/egress from I-95. No temporary acceleration and deceleration lanes for construction equipment are shown. Will VDOT require the use of short-term lane closures as acceleration and deceleration lanes for construction equipment entering and leaving the work area that is behind barrier?

The construction entrances shown on the plans are schematic only and not intended to “enumerate every detail which must be considered in the construction of each stage”. Typical procedure to access work areas is for the vehicles to turn-on their hazard lights in advance of the pull off site, then slow down and pull-off thru the drums or access points. If there is a need for heavy-duty vehicles (i.e. delivery of bridge beams, etc.) to access the site; it may be necessary to use a short-term lane closure. The Contractor should coordinate with VDOT.

Bid item 0100 "Geotextile Silt Fence Ty B" has a quantity of 4211 and a unit of SY in the bid form. However, the Erosion Control Summary on Plan Sheet 2E(11) has the same quantity but a unit of LF. How will this Temporary Silt Fence be paid... by the linear foot or square yard?

Bidders will need to download new BidX files to account for the following change: Bid Line Item No. 0100 (Item No. 00154, Geotextile Silt Fence, Ty. B) w/ quantity of 4,211 SY has been deleted. ~~~ Bid Line Item No. 0915 (Item No. 27275, Erosion Control Temporary Silt Fence, Ty. B) w/ quantity of 4,211 LF has been added.

Will the department require the contractor to saw-cut before removal of existing pavement that is against newly placed pavement? The contract quantities seem to include only the saw-cutting for shoulder strengthening.

The bridge plans note that the excavation quantity beyond the abutments is included in the roadway activities. Such quantity does not seem to be included in Regular Excavation. Please provide grading diagrams per phase.

The quantity for excavation beyond bridge abutments to shape riprap slopes is included in the regular excavation quantity.

Line Item # 1430 Corrosion Resistant Reinf. Steel CL. III has a quantity of 317,190 lbs. on the Oct. 13, 2015 bid sheet. Revision No. 1 ( dated 10-6-15 ) on Plan Sheet 2 of 80 indicates this quantity was changed to 321,160 lbs. Please review & confirm the correct bid quantity.

For Item 0560 Impact Attenuators, the bid quantity is 7 each. There is 7 attenuators shown in different phases, but most are not paid for because they are at construction entrances. Can the attenuators that are paid for be identified from the 1H Series drawings?

Similar to question dated 9/16/15-"Phase 1 (steps 1 & 2) of the SOC calls for full depth shoulder strengthening with a pavement section of 6” CTA, 4” OGDL, 10” BM-25, 2” IM-19, and 2” SM-12.5 for a total pavement section of 24”." The concern is not the quantity of area, but how do we install the full depth in one shift given the compaction and installation limitations and restrictions. For example, Will the Department accept the installation of 10"+2"+2" = 14" of asphalt in one shift?

Bidders shall generate bids in accordance with the plans. The successful bidder can submit and VDOT will entertain/evaluate alternatives for cost savings or enhanced construction means for any aspect of the project.

In order to generate bids in accordance with the plans, will we be allowed to leave the lane closure (as in other phases) for longer periods of time in order to build the shoulders in accordance to VDOT standards? Without more time to properly install the pavement structure, a responsible bid cannot be achieved regardless of anticipated areas of productions.

VDOT has revisited the time limit associated with the temporary lane closure. It is hereby changed to 6:30 PM Sunday night to 5:30 AM Friday morning, allowing for continual work. Therefore the shoulder strengthening can be constructed as designed. Bid items will not change. Note #5 on sheet 1H and others as applicable within the MOT/SOC section of the plans will be revised to reflect this change. The pages are posted on the Construction website under ANNOUNCEMENTS.

Phase 1 (steps 1 & 2) of the SOC calls for full depth shoulder strengthening with a pavement section of 6” CTA, 4” OGDL, 10” BM-25, 2” IM-19, and 2” SM-12.5 for a total pavement section of 24”. The TMP/SOC notes for this section also calls for the Contractor to restore the shoulder to normal driving conditions prior to leaving at the end of each work day. The removal of the existing pavement and installation of this pavement section cannot be fully completed in one shift if proper curing times and lift thicknesses are to be observed. Please clarify the Department’s intent on how this work is to be completed and restored under daily lane closures.

The area of full depth shoulder strengthening must be limited to what the Contractor can accomplish during a shift; reestablishing normal traffic flow at the end of each day. While restrictive, this is a contract requirement and should be bid accordingly.

Subject: IM-19.0D (T) & BM-25.0d (T) Type: Proposal

There are 2 Bid Items 0610 Asph. Conc. Ty. IM-19.0D (T) & 0620 Asph. Conc. Ty. BM-25.0D (T). Normally the (T) designates Trenching, there is none on this project. This material is shown in the Pavement Summary - Maint. of Traffic and the quantity shown is for all of the Temporary Pavement at various widths for widening shoulders and detours. Should this material be included in the Regular Asphalt Items and did you designate the (T) to mean Temporary Pavement NOT Trenching.

Correct, there are no proposed trenching operations for this project. “T” designation was erroneously used. All asphalt material will be included in Regular Asphalt Items. BidX has been updated to reflect adjustments in quantities.

How do you want this Bid. There is no trenching on the plans and no trenching spec in the proposal. You have these 2 bid items with 4,432 tons of trenching that will not be done and that tonnage is setup to be used in 2', 4', 9' widening along with CT Base, Open Graded and Surface Asphalt and on the temporary pavement roadway in the median. Are you sending out an Addendum to address this and change the Bid Quantities and Delete these (T) items from the Bid Items.

All asphalt material will be included in Regular Asphalt Items. BidX has been updated to reflect adjustments in quantities. Bidders will need to download new BidX files.
