What is a further defination of "Install Sign Small", "Install Sign Medium" and "Install Sign Large" ? What determines a "Small" sign Vs. a "Large" sign?

Page 186 of the Proposal in the No Plan Assembly has the different sizes in square feet range. Small Small Sign 0.1 - 10 S.F.~~~ Medium Medium Sign 10.1 - 25 S.F.~~~ Large Large Sign 25.1 - 40 S.F.
