The general notes B.2 states the CONTRACTOR shall provide, install and adjust controller timings. In the past VDOT has always supplied the timings. Is this a mistake in the wording of the note?

The initial timing is provided in the plans and the Contractor is responsible for the initial timing adjustments.

The general notes E.7 state the CONTRACTOR is responsible for any costs related to providing power to the traffic signal. These are costs the project has always handled in the past. How is the contractor do determine these costs, pre bid, when typically a service request has to be made and an engineer of the power provider has to design it?

The contractor is responsible to maintain power for the signals for the entire duration of the project. Including in this is Uninterruptible power supply battery, cabinets and signals, which are paid under item, number 52002, 3 EA. This is in addition to continuous power supply during the switch to the new signals.  
 
Subject: Contract Completion Date/Provisional Completion Type: Proposal

Completion date in the contract is May 16, 2016. The Provisional Completion date is April 11, 2016. What is true completion date May 16, 2016 or April 11, 2016? If April 11, 2016 is the true completion date. Incentive to complete prior to April 11, 2016 is $2,000.00 per day on or before capped at $60,000.00. Disincentive is $2,000.00 per day each day after April 11, 2016. Will disincentive be capped at $60,000.00 prior to contract completion date of May 16, 2016?

Please see the revised dates which show new dates for both Completion and Provisional Completion dates that were issued in the July 28, 2015 addendum. The new Provisional completion is June 20, 2016 while the new completion date is July 26, 2016. The contractor will be rewarded every day if achieved Provisional completion prior to June 20, 2016 with up to 30 days. If contractor failed to provisionally complete on June 20, 2016 there will be a disincentive of $2000.00/ day until they provisionally complete and there is no cap for disincentive.

Plan sheet 6 in the legend shows concrete paving symbol. This concrete paving is located at station 34+00 right of centerline. How is this work to be paid for in the contract?

The existing concrete driveway is being replaced and will be paid under “Hydr. Cement Conc. Sidewalk 7".  
 
Subject: Storm Drainage Installation Type: Plan

Plan sheet 3 & 4 show the installation of new storm drainage parallel with the existing curb & gutter station 301+00 to 305+00. In order to install drainage in this area the existing curb & gutter will need to be removed and replaced along with the concrete driveway entrances. Plans do not indicate to remove & replace the existing curb & gutter in this area or driveways. How will the contractor be compensated for this additional work?

It is VDOT belief that the 18” and 21” drainage pipe line are mostly under the sidewalk rather than the C&G, which is why the plan shows the sidewalk to be replaced. If in the field it is determined that there is a need also for the C&G to be removed, it would be covered under LS Grading, item number 00134 and the new C&G placement would be covered under the item number 12600, STD Comb. Curb & Gutter CG-6
