Subject: Completion Date and Environmental Restrictions Type: Proposal

Page 255 of the Proposal indicates in stream restrictions from April 15 to June 15 and from August 15 to Sept 30 in addition to required Mussel Survey and Relocation. Award of the contract will likely not occur until about September 1st at the earliest. Effectively, work will not begin until October 1st, thus requiring the construction of essentially two bridges and approach work through the winter season. Add the required minimum notice to utilities; extended review requirements for submittals; construction phasing requirements; limited work through the winter; and weather limitations for items like asphalt paving, it appears the May 22, 2016 completion date is not reasonable for this project. Would the Department please consider a reasonable fixed completion date in line with its current policy and guidelines to ensure sufficient time is allowed for the contractor to complete a project?

The Department has decided to issue an addendum changing the fixed completion date to that July 15, 2016.  
 
Subject: Traffic Control Plans Type: Plan

Plan Sheet 1G, Phase 3 indicates "Remaining Roadway" to be reconstructed full width. Per the typical section on Plan Sheet 2, the bid quantities provided, and the grading table information; this requires the "Remaining Roadway" existing section to be removed, undercut to be anticipated, roadway widened, #1 Agg fill, 21 B base and paved. Phase 3 does not identify the traffic control procedures and work items necessary to perform this work under traffic. How does the Department expect the Traffic to be staged and controlled during construction? How does the Department intend to pay for the Traffic Control for this work?

Traffic signals will be set far enough away from the bridge to accommodate most full depth construction in Phases 1 and 2. During Phase III when remaining roadway is being constructed, Stations left 100+00 to 101+30 and 106+00 to 107+00 and Stations right 101+00 to 102+00 and 106+00 to 107+00 will need to be performed using flaggers. These areas will require minor work with minor durations to complete, and work should be scheduled accordingly. Appropriate pay item(s), Flagger Service, are in the contract proposal for controlling traffic during this time.
