In reviewing the phasing requirements especially the elliptical pipe and box culverts with the specified coatings the advertised budget seems light. Will the project be awarded to the lowest responsible bidder if it exceeds the posted figure and not put out for re-bid with a new budget with the same scope?

The value posted in the advertisement is used strictly for planning fiscal resources. It may not be reflective of the actual bid amounts. Every low bid is evaluated to determine whether it represents good value to the Commonwealth. A bid that represents good value may be awarded even if it exceeds the evaluative estimate.

Revision dated 4-14-15 under "plans" heading notes "Please replace plan sheet #4 and 2C1 as plan notes have been added, available on Falcon"...Falcon shows modification update/change on 4-15-15 to utility plan sheets #6(1) thru #6(12) in addition to plan sheet #4 and 2C1. Please advise on all changes and if those noted are valid and applicable

On sheet 2K the description shows Geogrid or Geosynthetic material under all Drainage structure / Pipe bedding and where separating soil from stone along the walls. But is not called out in the Drainage descriptions, is the geotextile or Geogrid material required under all structures or not.

Both will be required under all structures but only geotextile fabric will be required along the walls separating structure backfill from existing soil.

What surfaces and to what extent are the pipe and structures to be coated? Is it just coating or lined as well?

The pipes and box culverts need to be coated inside and out to protect from the tidal water in accordance with Section 404 of the Road and Bridge Specifications. They do not need to be lined.

Can the box culvert be pre-cast in lieu of cast in place and the cost allocated to the concrete and rebar line items?

Yes. A pre-cast box culvert in lieu of cast in place box culvert is allowed so far as it meets all project requirements and VDOT specifications. All costs associated with the installation of the pre-cast box culvert shall be included in the unit price equivalent to cover the quantity shown in the bid documents
