Within the proposal, it states the overlay shall be sawed and sealed. There is no bid item for this work. Is it incidental? Is it an error all together?

On the Rt. 250 section the proposal (pg. 32) shows deep mill in right traqvel lane and replacing with 5 inches of BM25.0. Normally the thickest lift allowed for BM25.0 is 4 inches. Will the contractor be allowed to place this BM25.0 in one lift? Also, same question for the deep milling/patching in the other lanes.
