Within the proposal, it states the overlay shall be sawed and sealed. There is no bid item for this work. Is it incidental? Is it an error all together?

Does the Department have the necessary Right of Way for the contractor to gain access to the toe of these flumes? Most of these flumes will be over 50 feet in length and at almost vertical drop offs which will require extensive Clearing and Grubbing of significant tree sizes both where the flumes will be and to gain access to the bottom of these severe slopes through the heavy forest from an existing power line right of way.

Yes, the Department has the necessary Right of Way and there is an access entrance to enter the right of way toe of slope.  We also identified the flume locations to be at areas with minimal vegetation removal
