In the schedule notes, patching method is listed as a "milling or leveling/scratch" to be determined by the engineer. Does VDOT feel SM-12.5A is a suitable mix for leveling? What will be the criteria for choosing between milling and leveling/scratch?

Yes, the SM-12.5A is graded fine enough to allow for a 3/4 inch – 1.5 inch thickness suitable for leveling/scratch. The Residency Administrator and VDOT Project Engineer or their respective designees, shall determine the following prior to commencement of work: - asphalt patching locations - method of patching repair by milling or leveling/scratch - depth of milling and width for perimeter patch tie-ins This criteria for choosing is based on field conditions and sub-division existing thin structures.
