The existing soldier pile and wood lagging retaining walls are in interference with the construction of the new bridge and MSE walls and a portion thereof will need to be removed. Are as-builts available for those walls so we can accurately estimate their removal? How will we be compensated for the removal of the walls? Do any of the materials contain hazardous coatings or preservatives?

Plans for the existing wooden wall do not exist. Payment for removal of any portion of the approach retaining wall shall be included in the bid price of dismantle and remove existing structure. Materials removed from the demolition shall be handled in accordance with VDOT Road and Bridge Specifications, Section 413.

The old abutments appear to be in conlfict with both the new abutments and the reinforced zone of the proposed MSE walls. Obvoiusly where in conflict with the new abutment pile they must be removed in entirety. However where in the reinforced zone of the MSE walls will the Department allow them to remain?

Subject: Wooden Retaining Wall Type: Plan

Sheet 4 of the road plans show a long wooden retaining wall that holds up the west side of the south approach to the existing bridge. We estimate there to be around 5,000 SF of wall. This wall is actually composed of steel H pile columns with timber lagging between columns. The wall is shown being covered by the new roadway fill. No where on the plans is there an indication that this wall gets removed. Sheet 3A of the bridge plans show the concrete retaining walls parallel to the railroad tracks being removed but the wooden wall is not mentioned here. Does the wooden retaining wall on the west side of the south bridge approach need to be removed? If so can bidders get a copy of the existing wall plans to determine what foundations were used for the steel columns? If so where do bidders put the cost of removal? If so where do bidders put the cost of temporarily supporting Route 1 while the wall removal is being performed?

Existing wooden retaining wall can remain except where contractor determines removal is required for new construction. Plans for the existing wooden wall do not exist. Payment for removal of any portion of the approach retaining wall shall be included in the bid price of dismantle and remove existing structure.

Several of the special provisions mention that VDOT has contaminated soils studies done for the F25 project available for review at the Richmond District Office. The street address for the District is listed but no other information is given. Can the Engineer please provide a contact name and telephone number so that interested parties can schedule a review of these studies?

Several of the Special Provisions covering contaminated soils on the project mention that VDOT has performed studies that show the areas of the project contain contaminated soils. No further information regarding the content of the studies is given therein. Can the Department please post the contaminated soil studies on it's web site?

The plan quantity was erroneously calculated. The correct quantity is 1612 SY. This will be changed in BidX but due the lateness of this change, an addendum will not be sent. Bidders will need to download the revised BidX file. The final contract will contain the correct quantity.

The existing aerial railroad utility along the south side of the tracks is in conflict with the proposed work. Will that utility be relocated and/or removed by others?

Subject: Railroad Temporary Shoring Type: Plan

We see where you have drawn the railroad shoring required for the demolition of the old bridge on sheet 3A and those costs are to be included in the demolition of the existing structure. We do not see where shoring is required to construct the crash walls. Is shoring required? If so how will it be paid for?

The limits of the structure excavation for the crash wall footing do not fall within the prism that would require shoring to protect the railroad tracks. Therefore, temporary shoring is not required to protect the existing railroad during construction of the crash wall.

The north limit of structure excavation for the crash wall is 12' 6" from the center line of the Southern line track. A distance of 15' 6" is shown on sheet 1 of the bridge plans but this dimension is to the face of the MSE wall. Going to sheet 56 of the bridge plans one can see the north footing edge is 1' 6" closer to the tracks. Adding 1' 6" for structure excavation gets you 3' 0" closer to the tracks than the face of the MSE Wall. 15' 6" less 3' 0" equals 12' 6". The excavation here is 6' 0" deep. Open cutting would mean that there would be an open hole 3' 6" to 6' 6" away from the centerline of the tracks. This places the open excavation for the crash wall within the Live Load Influence Zone as outlined by the CSXT Special Provisions on page 274 of the proposal. It appears that this specification requires steel sheet pile shoring [p. 275] to build the crash wall. Per the proposal page 275 any sheeting installed within 18' 0" of the track center line must be left in place. Please verify your original response to the question as outlined above. Where will the shoring required to build the crash wall be paid for?

After further clarification, please refer to Section 401.04 of the Specifications regarding Measurement and Payment for Structure Excavation. The price bid shall include sheeting and shoring (whether temporary or permanent). As noted in the Railroad agreement, portions of the shoring will be permanent and shall be included in the cost bid for structure excavation.

Section 2 of each of the special provisions for disposal of contaminated soils indicates redeposit of soils in accordance with 9VAC20-81-95.C.7.d. Where do we find this at? Can you post the link for this regulation?

The bid form for line items 0040, 0050 and 0060 indicates quantity in cubic yards and special provisions measurement and payment is in tons. Which is correct?
