Subject: Water Quality Monitoring Type: Proposal

The special provision for water quality monitoring is unclear as to whether the water quality monitoring will be required for the life of the project or solely during in-stream activities. It is also unclear which activities would be considered "in-stream" since none of the superstructure or substructure elements being repaired/replaced are in the water. Since the cost of the monitoring can become quite prohibitive depending on the duration, please provide direction as to which activities will require the water quality monitoring.

The work contained in this project includes repair and modification of the abutments using cementitious materials. Depending on the contractor’s means and methods, this may require in stream work and present a risk of contamination. Water quality monitoring is only required for in stream activities. As indicated in the Special Provision for Water Quality Monitoring, “[t]he contractor shall measure baseline water quality conditions at each work site and at each monitoring location, prior to any in stream work. Water quality monitoring readings for each parameter must, at a minimum, be performed hourly before, during and after construction until baseline levels return.
