Does the DOT intend for the bridge to be jacked during beam end operations? If so, is that price to be included in the beam end item?

Note on sheet 3 of 6 in plan set states, “Beams shall not be jacked; all deteriorated concrete on beam end bottoms directly above bearings shall remain.”
