cofferdam bi is 1 lump sum. both abutments appear to be under water in construction. cofferdam is needed for construction for both abutments and in earlier phase than phase 3. Please clarify cofferdam bid item if cofferdam shown in phase 3 can be utilized earlier in schedule. Please clarify if cofferdam is required for abutment A, work will be extra.

The northern causeway may not support the crane loadings and dewatering required for Abutment B construction cannot be performed until the cofferdam is complete and dewatering is underway. Is it permissible to construct Phase 3 concurrently with Phase 2 such that we have a means to dewater the work area, complete embankment work and remove the cofferdam before the superstructure is installed and barge access is blocked to the east side of the north causeway?

Initial mobilization and delivery of of some project materials will require backing into the project site. Is it permissible to make improvements as required to the shoulders at the intersection of Ennis Mill Road and Old Suffolk Road to provide a means for lowboys and extended trailers to get turned around? Also, please confirm that we can construct EC-11's at the south side of the bridge site as required to provide a means for lowboys and other trailers to turn around and exit the site.

1.) Since this project carries an early completion Incentive/Disincentive provision, can the contractor devise its own sequence of work and schedule as part of its means and methods? Also, are the Phasing and Sequence of Construction shown on roadway plan sheets 1J(3) through 1J(5) be adhered to sequentially, or can Phase 1, Phase 2, and Phase 3 be happening concurrently?

Subject: Permanent Sheet Piles Type: Specifications

Sheet 14 of the Bridge Plans states that "Sheet piles and connectors are to be coated with 16 mills of coal tar epoxy prior to driving." No limits are specified. Sheet 3 of the Roadway Plans notes that the permanent sheet pile is "Epoxy Coated." Page 184 of the contract says that painting of steel sheet piles shall be performed in accordance with Section 403. Section 403 discusses painting of steel piles and shell piles (not sheet piles) with one coat of No. 14 primer and one coat of epoxy mastic. Painting limits are from 2' below existing ground line to 2" into the concrete. There is much variation between these different references in the plans and contract. Please specify the type of coating required and the coating limits on the permanent sheet piles.

Provide protection by painting as specified in Section 403.03.D.4 of the VDOT Road and Bridge Specifications. This note was added to Sheet 14. The painting limits shall extend 2 feet below the existing mudline and 2 inches into the concrete cap.

Bid has bid item for bridge deck waterproofing membrane, type III – 51 SY. Note on sheet 13 f19 in the section for end of beam membrane waterproofing: The cost of the membrane shall be included in the cost of the prestressed members. Is this different and additional SY from the bid item?

The waterproofing at the VAMC joints (end of beams and top of beams) is incidental to the cost of the prestressed members. See special provision for prestressed concrete box beams. However, the waterproofing at the horizontal joint between abutment and beams, and at the vertical joint between exterior beam and wingwall, is quantified separately from the prestressed members. See notes in the "End of Beam View at Abutments" on sheet 13 for waterproofing to be included with the Bridge Deck Waterproofing Membrane pay item. The quantity for Bridge Deck Waterproofing Membrane should be revised to 6.67 SY.

If the bid item is how this work will be paid, please verify the contract quantity. It appears the deck surface area was divided by 27 instead of 9 during the square yard conversion.

Rebar RW0401/RW0402 are Number 4 bars, ASTM A615 Grade 60. Reinforcing bars shall be uncoated.
