On page 246 of the No-Plan Assembly as part of the General Notes, it states “Guidance: However, individual … VDOT’s determination of this point needs to be included as part of the W.O.”. Please identify and provide to bidders under what SPCN, SP, and/or Supplemental Spec this was previously approved by VDOT? How is the Contractor to account for risk as this General Note has not previously been addressed/vetted between VDOT and Construction Industry? It appears page 246 was accidentally included in the proposal. Please confirm an addendum will be issued to remove page 246?
Answer

The intent of the general note is to apply the AC Content and Density bonus', eligible for standard Asphalt Concrete mixes, to the "P+V" and "P" mixes. AC Content information is included in SP211-000100-02. Density information is included in SS315-002020-01. For bidding purposes, AC Content and Density should be considered eligible for the bonus' and reductions in unit price per the Specifications. Should the workability of the unknown mixes prove too difficult to achieve the desired result, a work order may be issued waiving the bonus and penalties associated with "P+V" and "P" mixes.
