The contract documents allow the contractor to maintain one-way traffic on portions of Rte. 501 during certain phases of the project to assist with the cement stabilized subgrade. The contractor shall be responsible for the means and methods of accomplishing the cement stabilized subgrade and maintaining traffic but as an example may shift traffic within the proposed roadway section to accomplish this.

Due to the phasing of the project and the use of soil cement stabilization as well as the maintenance of existing traffic. Will MOT stone and traffic be allowed to be immediately placed on top of the cement stabilization? If not what is the time frame it which it would be allowable?

The contractor shall follow section 307.05 of the Specifications for cement stabilization. Traffic will not be allowed on the areas until the cement stabilized subgrade is protected by means of placement of the subsequent base stone and asphalt base mix course. The subsequent base stone course may be placed immediately after the cement stabilization has been approved.

Revision #1 includes specification for use of number 10 screenings for stabilizing soft or unsuitable soils. However, it appears the bid item for the number 10 screenings has not been included in the revised bid sheets. Will this be added in another revision?

The use of number 10 screenings have not been specified for use in the contract or plans. The intent of this special provision is to allow the contractor to submit for approval the use of number 10 screenings in certain applications in lieu of the specified material in the contract and plans. All costs associated with the use of number 10 screenings and meeting the requirements of the special provision shall be included in the costs of appropriate items as there will be no separate payment made for number 10 screenings.

After reviewing the cross-sections, we cannot see how you can maintain one-way traffic and place the embankment. For example, Sta. 172+00 to 180+50 has embankment of 10'-14' over the existing roadway. Please clarify how this is to be constructed.

The project shall be constructed in accordance with the contract documents, the Traffic
Management Plan, and with the 2011 Edition of the Virginia Work Area Protection Manual
(VWAPM) Revision 2 (09/01/2019), while maintaining one-way traffic with a shoulder wide
enough to place Group 2s and facilitate safe access for construction equipment and traffic with a
6:1 desired, 4:1 minimum safety wedge. The contractor shall be responsible for the means and
methods of accomplishing this but as an example may construct the grade by stair stepping the
grade shifting the travel lane back and forth as the grade is raised or lowered.

Excavation of material onsite requiring more than one handling prior to final placement will be paid for at the contract unit price for regular excavation for each handling as approved by the Engineer. No payment for additional handlings will be made if the contractor elects to handle the material more than once for his own convenience. Borrow excavation shall consist of approved material required for the construction of the roadway and shall be obtained from approved sources outside the project limits and will be measured and paid for as borrow excavation.

long as the contractor maintains a minimum shoulder width of 3' to place Group 2s and facilitate
safe access for construction equipment and traffic with a 6:1 desired, 4:1 minimum safety wedge.

heights are being raised, the successful bidder can submit a request to the Engineer for review
