The Permits are showing two cofferdams. The proposals line items are showing three cofferdams. Which is correct?

The permit sketch in the bid proposal only addresses impacts to jurisdictional waters. The method of construction is anticipated to require 3 cofferdams as displayed in the plan summaries (2 impacting jurisdictional waters as shown in the permit sketch and 1 additional cofferdam that would be installed at Abut A in the pool).

Once dewatered can the pier be accessed by crossing the "pool" area as shown on the permits, or is this considered part of the live stream. Site visit revealed that water was running through this area and into the live stream.

If the pool has an open connection with the live stream, then it is part of the live stream. The Contractor can use temporary cofferdams to isolate the pool from the stream and then run across it. It does not have to be dewatered unless activities in the pool will release sediment into the stream.
