The Plans call for Corrosion-Resistant Reinforcing Steel Class III in the Deck and Corrosion-Resistant Reinforcing Steel Class I in the Type F Parapet. Is this the intent of the Department?

#66920 is calling for 7 CY of structural grout. Proposal states: Structural Grout shall be from the VDOT Material Divisions Approved Product List No. 31..... However, there are no grouts listed, there, only repair products are on #31. So are you just looking for a grout that meets ASTM C-1107 ?

Alternative temporary cross-over pavement designs may be submitted for review and potential approval by the Department. In terms of rigid (concrete) versus flexible (asphalt) alternatives, either pavement type will be permissible as this project includes temporary cross-overs that are intended to be removed at project completion. If cross-overs are intended to be considered for being left in-place, the Department will only accept flexible pavement types for permanent installation in order to match the maintenance needs of adjacent pavement sections in the area.

Will personnel working on Norfolk Southern property be required to complete this training on this project?

The railroad requires a flagger when working on their property, the flagger will oversee all operations on the project. Therefore the training is no longer required by the railroad.

Line Item 0840 - Railway Flagger and Watchman Service - Lump Sum
Page 135 of the original Proposal states that Item B - Construction Expenses $62,430, Item C - Administration - $3,744, Item D - Railroad Protective Services $93,746, Grand Total - $159,920.
Addendum #1 to the Proposal published on 10/9/2020 on Page 139 states that "the Department has estimated that $159,920 total flagging service will be required for this project, If the Department is required to reimburse the Railway Company for cost of flagging in excess of the cost associated with the established hours, the amount of excess will be deducted from monies due the Contractor".
What is the Department's intent of this Lump Sum Bid item? i.e., what is the Contractor to include in the Lump Sum price for Railway Flagger and Watchman Service" ? Anticipated amount of Railroad Flagger Services over $93,746; or Items B,C, and D over $159,,920? Flagger Services if anticcipated over $159,920? Total Flagging and Watchman Service required for the project?

Note 14 states there are no restrictions on the work zone being active unless directed by engineer, are there specific restrictions pertaining to when the work zone can be active?

There are no lane closure restrictions on this section of Rte. 11 in Montgomery County. The Contractor will be required to keep one lane open in each direction of travel at all times.
