Can all the railroad highway provisions be provided? Including clearance requirements. Flagman requirements. Is VDOT paying for the railroad flagman?

This information is provided in the proposal with addendum dated September 30, 2020 on ProjectWise. Temporary construction clearances are shown on page 224 of the proposal. VDOT will pay the railroad directly for railroad flagging up to the amount as shown in the Railroad Agreement. If VDOT is required to reimburse the railroad for the cost of flagging service in excess of the cost associated with the established hours in the Railroad Agreement, the amount of excess will be deducted from monies due to the Contractor.

Sheet 31 of the plans shows a note for "3/4" expanded rubber pad with a pair of PTFE or plastic bond breaking sheets top and bottom, to be removed after construction of concrete end diaphragm" PTFE sheeting is very expensive leading me to look into the plastic option. The R&B Spec for bond breaking tape is very vague and only states that it must be made of polyethylene, be at least .005" thick", with adhesive on one side. By that logic, would VDOT accept 10 mil polyethylene sheeting as a bond breaker material in this application? If not, can you provide further guidance on what plastic materials would be accepted?

The use of 10 mil polyethylene sheeting as a bond breaker material on top and bottom of 3/4" expanded rubber pad is acceptable. For further clarification, the purpose of the 3/4" expanded rubber pad with a pair of PTFE or plastic bond breaking sheets top and bottom provides a means to form the concrete end diaphragms as well as to accommodate any movement of the concrete end diaphragm and girders relative to the abutment due to changes in temperature. Of additional importance are the notes on Sheet 31 of the bridge plans that discuss when the concrete end diaphragms shall be cast and how forms for the concrete end diaphragm shall be attached.

Plan notes on sheet 1 of 56 on the bridge plans indicate the abutment cut area to be 25 feet perpendicular to the base line. Is the bottom of the cut to be 25 feet from Base Line and then excavation performed to match exiting contours? If so what is to be done with the un-stabilized 6 foot area between the concrete slope protection and the bottom of the slope 25 feet from baseline. In addition, it appears the ROW in this area is only 34 feet from the base line. The maximum cut depth in the Abutment A area is approximately 19 feet. This only leaves 9 feet of horizontal distance to match existing contours for a cut that is 19 feet deep. This is an extremely steep slope. Is this the intention to match the contours at 25 feet from baseline? If so then the slope would still be extremely steep to match the concrete slope protection at the bottom only 6 horizontal feet away with 19 feet of vertical excavation. Can additional details or cross-sections be provided in this area to ensure the contractors fully evaluates the intent since this is a pay from plan quantity item?

A sheet (file "0029-015-781 C501_Contours.pdf" within "D03_104600 Contours.set") has been posted to ProjectWise that portrays the intent. These proposed contours are provided for informational purposes only. Regarding right of way, temporary construction easements extend beyond the anticipated area of excavation providing access for excavation and blending into the existing slopes as necessary.

Can cross-sections be provided for the access roads at stations 108+50 and 111+35? Looks like they are stationed but cross-sections have not been provided.

Cross-sections were not generated for these private access roads. These roads will have a typical section of a Type IV commercial entrance with 2' shoulders with 2:1 slopes. Please see Plan Sheet 8 for the entrance profiles and Plan sheet 2C for the grading diagram and summary for more information.

The designer has reviewed and confirms the cut and fill quantities related to the access roads have been included in grading summary quantities on plan sheet 2C.
