Subject: Sign Structures & VE Type: Specifications

Q. The answer to the listed question (see below) would indicate that any VE proposal would need to be after the award of the contract. Can we, at the contractors risk incorporate a VE savings into our submitted bid price? If a bidder were to identify an opportunity for a large VECP pre-bid, would the Department consider waiving its right to recoup the "net savings" post-award on this basis? This would save VDOT both schedule and net cost. "Shared savings" being factored in the submitted price. In other words we are giving the savings back up front as part of the submitted price. Previous Question answered on 8/19/20: Q: Project specifications include a special povision with design criteria for overhead sign structures and foundations. Will VDOT consider alternative designs from sign structures manufacturers, for sign structures and/or foundations, as long as ll the design criteria listed in specifications are met? A: Yes, Project design criteria, including notes on sheet 2(7), and project schedule requirements shall be met for the alternative design to be considered. Additionally, any proposed alternative design will be treated by VDOT as a Value Engineering proposal, and will be evaluated and processed in accordance with Section 104.02(c) Value Engineering Proposals of the current VDOT Road and Bridge Specification.

The contractor is to bid on the contract as is. Any proposed alternative design will be treated by VDOT as a Value Engineering proposal, and will be evaluated and processed in accordance with Section 104.02(c) Value Engineering Proposals of the current VDOT Road and Bridge Specification after the award of the contract.

Sign Structures Material Availability for State Design: Column Pipe dimensioned 20x0.594 and Chords Pipe dimensioned 12.75x0.688 are not available pipe sizes. Will A500, 52 KSI spec substitute pipe be acceptable?

Sheet 1J(1A) - MOT Note #2 states that the Contractor is responsible for maintaining all existing signs throughout the life of the Contract. Please clarify the extent of this maintenance. For example, if a motorist destroys a sign, will the Contractor be responsible? If an existing DMS sign malfunctions, will the Contractor be responsible for troubleshooting and repairing?

This note requires the contractor to maintain all existing signs throughout the project unless they are part of the approved replacement schedule. Please refer to 2016 VDOT Road and Bridge Specifications Section 105.14 – Maintenance during Construction.  
 
Subject: Special Excavation Type: Proposal

The Special provision for Drilled Shafts includes a method of payment for Special Excavation however the schedule of items is absent of any such item. Who will determine, and how will it be determined, that Special Excavation will be required?

The Special Provision defines both Standard and Special Excavation; however, Special Excavation is not anticipated on this project. Therefore, it was not included in the Estimated Quantities. Section VIII of the Special Provision delineates between Standard Excavation and Special Excavation, which is based on the equipment and drilling resistance encountered in the field. If Special Excavation is encountered, Section 109 of the Road and Bridge Specifications would determine how the Contractor gets paid for this work.

With the weights of some of these sign structures, the size crane that will be required to lift them. It will take an entire day to assemble crane, one night to hang the structure, and another day to disassemble the crane. With the lane closure restrictions in the contract the contractor will not have enough time to set the structures without being penalized the Lane User Fees. Will the department waive the lane closure restrictions when it comes time to erect these structures?

The maintenance of traffic plans allow for full closure detours for the erection of the overhead sign structures. The department will not waive the lane closure restrictions and associated lane user fees.

For the pipe sizes that can't be acquired in the US will the department allow the use of foreign steel only for the pipe sizes not available?

There are several overhead structures with the end column pipe diameter sizes of 20 x 0.375, 20 x 0.593 and 24 x 1.531. Our structure manufactures are telling us that these large pipe diameters can’t be acquired and are not made in the U.S. Will the department consider revising the design criteria to a typical VDOT structure so they can provide a proposal for these structures?

According to our supplier they can not provide a per lb price without seeing the actual designs. Depending on the size of the foundation and structure will depend on what spacing and size rebar to use. Are the foundation designs somewhere in the documents?

We assume this question is regarding the reinforcing bars in the concrete drilled shaft foundation. The size and number of rebars are shown on sheet 7(6) and 7(15). Lengths of drilled shafts are shown on sheet 2B(5). Total rebar weights in pounds for each location are provided on sheet 2B(5).

Item 0470 Siltation Control Excavation has a quantity of 4,240 CY. On the Summery of Quantities depicts the cubic yards on each plan sheet where this work is to be performed. However the depicted plan sheets it is not clear what this work entails, please clarify the scope of this work.

This pay item covers the silt removal and sediment cleanout at each location of the erosion and sediment control pay items.

Please provide as-built information regarding existing permanent barrier in all locations where barrier is to be removed. Is this barrier MB-7 which has been installed on top of asphalt or MB-8 (or other style) that has an embedded footer. When barrier has been removed, if it has an existing footer, what will be required to fill the void?

The as-built information for the existing median barrier wall is not available at this time. Contractor is to fill any voids resulting from the removal of the existing median barrier wall with a suitable material approved by VDOT. The cost of filling voids resulting from the removal of existing median barrier wall is incidental to the Remove Existing Median Barrier pay item.
